Belgium is one of the most attractive markets for posted crews — and one of the most regulated. Before a foreign welding crew can start work in Belgium, two documents are normally required: the Limosa declaration and the A1 certificate. Here is what they are and why they matter for both the client and the contractor.
What Limosa is
Limosa is a mandatory prior declaration that notifies the Belgian authorities that a foreign worker or self-employed person will work temporarily in Belgium. It is filed before work starts and a receipt (the Limosa-1) is issued. Its purpose is transparency of postings and oversight of work on Belgian sites.
What the A1 certificate is
A1 is a European certificate stating in which country a worker is covered for social security. When posted, the worker remains insured in the home country, and the A1 proves it. Without a valid A1, a posting in Belgium may be treated as non-compliant.
Why it matters for the client
Non-compliant posting is not only the contractor's risk — liability can extend to the client too (for example, joint liability along the contractor chain). That is why Belgian clients often ask for proof (Limosa, A1) before work begins.
